I do a bit of animating myself, this is probably something that the animators spent hours on but it's definitely animation. Granted, much more difficult in the time before computers assisted in everything, but still.

I can't tell from the frame whether it's an actual hand or not, but it's more likely than not they had a gloved stand in to pull the tie , then either left in the frame with the glove (but covered the rest with her image), or just did a damn fine job of rotoscoping over the real arm.
